Nearly two decades before Matt Sandusky's blockbuster allegation that he was sexually abused by his adoptive father, his biological mother raised questions about their relationship.

Debra Long fought the court system over her son's placement in the home of the famed Penn State assistant football coach, who was convicted Friday of sexually abusing 10 boys.

Her objections, which she discussed in a December interview with The Associated Press, add a new dimension to the grim trial testimony that illustrated how Sandusky wooed the victims he culled from his charity for at-risk youth.

Prosecutors said Sandusky used gifts, trips and access to Penn State's vaunted football program to attract and abuse vulnerable boys he met through the charity, The Second Mile.

"If they'd have listened, these boys didn't have to be abused," Long said. "They would have found the problem back then, and a whole lot of kids wouldn't be victims now."

Instead, she said, "we couldn't get anything done. It was Jerry Sandusky. He started The Second Mile home. He could've done nothing wrong."

Matt Sandusky said that Jerry Sandusky, once Hall of Fame coach Joe Paterno's heir apparent, began sexually abusing him in the late 1980s, when he was 8 years old, and continued until he was 15, according to a police interview recording that NBC aired Tuesday.

He was placed in foster care with the Sandusky family in January 1995, about a month after he set fire to a barn and several months after Long tried to cut him off from Sandusky and The Second Mile.

Matt Sandusky, who was adopted after he turned 18, described for investigators showering with the ex-coach and trying to avoid being groped in bed, according to the police recording. He said he was undergoing therapy, that his memories of abuse were only now surfacing and that he was coming forward so his family would know what happened.

His attorneys confirmed the recording's authenticity to the AP, but declined to comment beyond a statement.

"Although the tape was released without Matt's knowledge or permission, it illustrates that he made the difficult decision to come forward and tell the painful truth to investigators despite extraordinary pressure to support his father," the lawyers, Justine Andronici and Andrew Shubin, wrote in the statement.

Jerry Sandusky hasn't been charged with abusing his son. Unless Matt Sandusky alleges rape, which he didn't do in the police recording, the ex-coach cannot be charged criminally based on his son's accusations, because of the statute of limitations.

In the December interview with the AP, Long said that Sandusky was pushy, was controlling and estranged Matt from his birth family ? but that Centre County's court system ignored her concerns because of Sandusky's stature.

Long did not return several messages left for her on Monday and Tuesday.

Records provided to AP by Long in December show that after Matt Sandusky attempted suicide in 1996, his probation officer wrote, "The probation department has some serious concerns about the juvenile's safety and his current progress in placement with the Sandusky family."

Despite those concerns, probation and child welfare officials recommended continued placement with the Sandusky family, and the judge overseeing his case agreed.

Centre County President Judge Thomas Kistler, who joined the bench in 1997 and was not involved in Matt Sandusky's juvenile case, said he saw "legitimate questions" about the decision to keep Long's son in the Sandusky home, but "I can't shed any light on them."

Speaking generally, he said nearly every birth parent objects when the state decides to remove a child from the home.

"These kinds of decisions made by judges and social workers are very emotionally charged. I don't think the parents have ever agreed with me on any of the cases where I've taken the kids," he said.

In the early years of his relationship with Jerry Sandusky, Matt would hide behind a bedroom door and beg his mother to tell the coach he wasn't home when he spotted Sandusky pulling in the driveway, Long said.

Her son never said why.

"Nobody could ever get that out of him. But then again, Matt was afraid of Jerry," she said.

Long said Matt was a good kid but began acting out after Sandusky entered the picture, and his behavior got progressively worse. She became alarmed by Sandusky's controlling behavior and tried to stop visitation in the fall of 1994.

But Sandusky continued taking Matt out of school, without her knowledge or consent, she said.

"I didn't like his treatment of Matt," she said. "I thought he was a little too possessive, and it was my son, not his son."

In early December 1994, Matt set fire to a barn. He spent his 16th birthday, on Dec. 26, in juvenile detention. On Jan. 6, 1995, records show, he was placed in foster care ? with the Sandusky family.

Long said she knew Matt would be placed in a Second Mile foster home but didn't think it would be with the Sandusky family. Of all the foster families in Centre County, "he had to end up with that one," she said. It struck her as odd.

"Jerry told Matt that he had a judge ready to sign the order and nobody could stop it," she said. "He told Matt before we ever went to court that I wouldn't win against him. Matt came right to me and told me, he said, 'Mom, Jerry said you wouldn't win against him.'"

Long was initially limited to a half-day a month with her son. Her lawyer repeatedly petitioned the judge for greater access.

Matt attempted suicide in March 1996, swallowing 80 to 100 pills, according to the probation department report.

He referred to it in the recent police interview.

"I know that I really wanted to die at that point in time," he said.

But he nevertheless indicated he wanted to remain in the Sandusky home.

"I would like to be placed back with the Sandusky's, I feel that they have supported me even when I have messed up," Matt Sandusky wrote shortly after the suicide attempt. "They are a loving caring group of people."

Long said she once called the Sandusky house when Matt's biological brother, Ronald, was in an accident. She said Sandusky's wife, Dottie, answered the phone and said, "What are you calling him for? It's no longer his brother."

"I said, 'I'm sorry, but the same blood courses through his veins (that) courses through his brother's veins. They're not separated by a name change,'" Long recalled. "She was downright rude."

The AP was unable to contact Dottie Sandusky.

Jerry and Dottie Sandusky couldn't conceive children, according to his autobiography, and adopted six children. None of the other five has commented on their father's legal case or Matt Sandusky's allegations. Messages left for them were not returned.

Matt Sandusky said, according to the NBC recording, that he decided to come forward after publicly standing by his dad, for his family, "so that they can really have closure and see what the truth actually is. And just to right the wrong, honestly, of going to the grand jury and lying."

Intel may be king of the processors, but it?s always struggled a bit to rule over the motherboard realm. The reason is, for the most part, not that shocking: The company is more concerned with making boards that show of its processors than in making products that capture enthusiasts? imaginations. That?s the case with one of Intel?s first motherboards for its Z77 Express chipset, the Desktop Board DZ77GA-70K: It has all of the necessities but few of the niceties, with a price ($249.99 list) that is slightly too high for what you get. Still, if your primary concern is getting a reliable board without even the slightest possibility of compatibility problems, the DZ77GA-70K is a no-brainer.

It conforms to the ATX form factor, and offers you the typical suite of features you get with Z77 Express, including compatibility with both the current and previous generations of Intel Core chips (respectively third or ?Ivy Bridge,? and second or ?Sandy Bridge?) CPU overclocking capabilities, and support for Smart Response Technology (SRT) for using a solid-state drive (SSD) to cache data and improve overall system performance. Beyond that, you should expect solid, largely unexciting functionality from the DZ77GA-70K. For example, take the collection of expansion slots: There are two PCI Express (PCIe) version 3.0 x16 slots, one of which will run at x8 if you have two video cards installed in them; one PCIe x4 slot; two PCIe x1 slots; and two regular PCI slots. This limits you to a maximum of two discrete video cards, using either AMD?s or Nvidia?s GPUs. But unlike three other first-wave Ivy Bridge motherboards we?ve seen, the Asus P8Z77-V Deluxe, the ECS Z77H2-AX, and the Gigabyte Z77X-UD3H, the DZ77GA-70K does not support VirtuLogix?s dynamic switching between discrete and integrated video; hobbling things further for users of CPU-based video is that there?s only one display output on the DZ77GA-70K?s rear panel: HDMI. This means you won?t be able to take advantage of the Z77 Express chipset?s ability to control up to three monitors at the same time.

The rear-panel ports are something of a motley crew themselves, and slightly on the old-fashioned side. Besides HDMI, there?s a single PS/2 port for connecting an old-school keyboard or mouse, four USB 2.0 ports, four USB 3.0 ports, optical S/PDIF out, five jacks for setting up eight-channel analog audio, one eSATA port, and, most incongruously, a FireWire 800 port (these are becoming increasingly rare these days). Yet, shockingly, there are also two Gigabit Ethernet ports, whereas just one remains far more common. (Bluetooth 4.0 and 802.11n wireless functionality come by way of an external module that connects to a USB 2.0 header.)

The DZ77GA-70K uses Intel?s new Visual BIOS (really a UEFI), an excellent-looking and astonishingly easy-to-use pre-boot utility?whether you?re looking to just change a setting or two or overclock your processor, it?s a completely clear, threat-free environment that beginners will especially appreciate. Among the other built-in features are Power Supervisor, which protects the motherboard from power failures or surges; Fast Boot, which speeds up power-up times; and Intelligent Phase Shedding, for reducing energy consumption. The Visual BIOS also utilizes some of the best automatic overclocking tools out there, so you can get good results even if you?re not a guru. (We were able to overclock a Core i7-3770K CPU to 4.6GHz with a stock air cooler without breaking a sweat.)

Our testing showed that Intel is right about the DZ77GA-70K?s power use. Of the four Z77 Express motherboards we?ve seen so far, this one draws the least power overall. We measured the full-system power draw of our test PC with the DZ77GA-70K and a Core i7-3770K CPU installed and found it used only 71.2 watts at idle and 136.3 watts under full load. The Gigabyte Z77X-UD3H marginally surpassed the Intel board when idling (71.1 watts), but it was still an impressive turnout for Intel, especially given how much power its heftiest competitor needed (the ECS board, and 85 watts when idling and 158.5 under full load). Otherwise, the DZ77GA-70K performed respectably in our benchmark tests; all four of the motherboards were very close in performance (as is usually the case), with the Asus motherboard eking out the most wins, leaving the DZ77GA-70K?s performance not much to email home about one way or another.

That?s also essentially true with the Intel Desktop Board DZ77GA-70K overall. It makes neither significant missteps nor compelling arguments in its favor; it?s just a good, basic motherboard. Unfortunately, it?s priced like a premium model. For about $35 more, the Editors? Choice Asus P8Z77-V Deluxe gives you a world of more exciting features; the ECS board, priced at about $309, does too, and offers unique visual appeal the DZ77GA-70K doesn?t provide. And if you?re willing to sacrifice the extras, why not just go with the outstanding (but no-frills) Gigabyte Z77X-UD3H. If you want the Intel imprimatur, the DZ77GA-70K will give it to you. We?re just not convinced it?s worth the extra money given the things you don?t get.

T-Mobile USA to buy, swap spectrum with Verizon

NEW YORK (AP) ? Verizon Wireless on Monday said that it has agreed to sell some wireless spectrum rights to T-Mobile USA and swap others, in a continuing quest to get regulators to approve a bigger spectrum deal it has worked out with a consortium of cable companies and another wireless carrier.

The deal with T-Mobile USA would improve the ability of both companies to offer fast wireless data services, Verizon said.

T-Mobile, the fourth-largest U.S. wireless company, is particularly starved for spectrum compared to its larger competitors, and regulators are likely to favor a deal that would improve its position.

Neither T-Mobile nor Verizon said what T-Mobile would pay Verizon for the spectrum. Sanford Bernstein analysts Robin Bienenstock and Craig Moffett estimated the amount at $260 million, figuring that T-Mobile is getting the spectrum at a roughly 50 percent discount.

The Verizon-T-Mobile deal is contingent upon Verizon getting government approval for three deals to buy spectrum from cable companies and Leap Wireless for a total of about $4 billion. Those deals were struck in November and December, but have met resistance from public-interest groups who say the cellphone company, already the nation's largest, doesn't need more spectrum and shouldn't be cozying up to competitors such as the cable companies.

T-Mobile had also opposed the Verizon-cable deals, saying they would place an "excessive concentration" of spectrum in Verizon's hands. Verizon is the largest cellphone company in the country, and has a relatively strong spectrum position already.

Harold Feld, senior vice president at public-interest group Public Knowledge, said Verizon is trying to "buy off" T-Mobile.

"The true danger lies not only in the concentration of spectrum in the hands of the leading wireless provider, but with the cozy, cartel-like arrangements between Verizon, Comcast, and the other (cable companies) party to the deal," Feld said.

As part of the deal, Verizon and the cable companies agreed to resell each other's services in their stores. Verizon Communications Inc., the New York-based phone company that controls Verizon Wireless, sells home broadband and TV services that compete with cable.

Cellphone companies need spectrum rights, or slots on the airwaves, to do business, much like radio stations do. With the growth of wireless data use, cellphone companies have a newfound need for more spectrum. The amount of spectrum they have available in any area determines the maximum download speeds they can offer.

To get the deals with the cable companies and Leap cleared, Verizon has already offered to auction other airwaves it isn't using.

T-Mobile, which is a unit of Deutsche Telekom AG of Germany, said the Verizon deal encompasses spectrum in 218 areas, and would improve its spectrum position in 15 of the top 25 markets in the U.S., notably Philadelphia, Washington, Detroit and Seattle.

T-Mobile hopes to put the spectrum to use as early as next year, if the Federal Communications Commission approves the deal this summer.

"This is good for T-Mobile and good for consumers, because it will enable T-Mobile to compete even more vigorously with other wireless carriers," T-Mobile USA CEO Philipp Humm said, in a statement.

Deutsche Telekom shares fell 2.3 percent in European trading, in line with the overall market. Verizon shares fell 0.7 percent, less than the broader markets.

Shares of Sprint Nextel Corp. sank more than 6 percent on news of the deal. There has been speculation that the No. 3 cellphone company would work out some kind of deal with T-Mobile USA.

Shares of Dish Network Corp., the satellite company, also sank on the news, dropping almost 5 percent. The company has spectrum rights that would be valuable to phone companies, but says it will use the rights to build its own network.

NATO to discuss downing of Turkish plane by Syria

ANKARA, Turkey (AP) ? NATO ambassadors will discuss this week whether to respond to Syria's downing of a Turkish jet in what Turkey insists was international airspace, although the likelihood of any military action by the alliance is low. The plane's downing has further hiked regional tensions over the conflict in Syria, where some 40 people were said to have died Sunday in new clashes between rebels and regime forces.

The jet's wreckage was found in the Mediterranean at a depth of 4,265 feet (1,300 meters), Turkish state media reported Sunday. The two pilots remain unaccounted for.

Turkish Foreign Minister Ahmet Davutoglu said the jet was on a training flight to test Turkey's radar capabilities, not spying on Syria. He said the plane mistakenly strayed into Syrian airspace Friday, but was quickly warned to leave by Turkish authorities and was a mile inside international airspace when it was shot down off the coast of Latakia.

Syria insisted Saturday that the shooting was "not an attack" and that the aircraft had violated its airspace. But Turkish authorities say Syria didn't warn the Turkish plane nor send its own jets to confront it. Turkish Prime Minister Recep Tayyip Erdogan was expected to make a statement Tuesday and might announce some retaliatory steps.

"No one should dare to test Turkey's capabilities," Davutoglu said Sunday.

Meantime, at the request of Turkey, NATO's governing body will meet Tuesday to discuss the incident, said Oana Lungescu, a NATO spokeswoman. The consultations were called under article 4 of NATO's founding Washington Treaty.

"Under article 4, any ally can request consultations whenever, in the opinion of any of them, their territorial integrity, political independence or security is threatened," Lungescu said. The North Atlantic Council ? the ambassadors of the 28 NATO countries ? will decide whether to respond, she said.

The last time article 4 was invoked was nine years ago ? also by Turkey ? after tensions with neighboring Iraq escalated. However, that case did not lead to the invocation of article 5, which declares that an attack against any single NATO country shall be considered as an attack against them all.

Despite some opposition leaders' calls for Western military intervention in Syria, the United States and allies have been hesitant to get involved in what could prove a protracted conflict, preferring the diplomatic route. Syrian allies Russia and China have already shielded Syria from U.N. sanctions and stridently oppose any military intervention.

It's unlikely the downing of the Turkish plane will change those calculations, despite Ankara's appeal for the NATO meeting.

In October 1989, two Syrian MiG-21s violated Turkish air space and shot down a Turkish plane on a geographical survey mission, killing all five crew members. Syria at the time promised to severely punish the pilots, who disregarded Turkish orders not to enter Turkish airspace.

Dogu Ergil, a professor of political science at the Ankara University, told private NTV television that Turkey had repeatedly sent its jets across the Syrian border for several weeks to show its military muscle at the time.

The plane's downing drew criticism from other countries pushing Syrian President Bashar Assad to end his crack down on an increasingly armed popular uprising. Opposition activists say the conflict has killed 14,000 people, most of them civilians, over the past 15 months.

British Foreign Secretary William Hague said Sunday he was "gravely concerned by the Syrian regime's action in shooting down" the plane.

"This outrageous act underlines how far beyond accepted behavior the Syrian regime has put itself, and I condemn it wholeheartedly," Hague said in a statement. "The Assad regime should not make the mistake of believing that it can act with impunity. It will be held to account for its behavior."

Hague met last week with United Nations and Arab League special envoy Kofi Annan for talks on plans for an international summit, while British officials discussed the issue in Geneva on Saturday with members of Annan's team. Hague noted Sunday that "The UK stands ready to pursue robust action at the United Nations Security Council."

Italy's foreign minister decried the shooting down of the plane as "a further, very grave and unacceptable action by the Assad regime." In a written statement, Giulio Terzi promised that Italy will play an active role in the NATO meeting Tuesday.

Syrian activists reported violence in different parts of the country Sunday, saying nearly 40 people were killed.

The deadliest incident was in the northern town of Ariha where a shell hit a home killing seven members of the same family, the Britain-based Syrian Observatory for Human Rights said.? A video posted online showed the seven men's bodies, some badly mutilated, including one who had part of his head blown off.

Activists also reported intense shelling and clashes between rebels and troops in the eastern city of Deir el-Zour and the central city of Homs, which has been under a government attack for the past two weeks.

Earlier Sunday, activists said rebels captured a military base in the northern Syrian province of Aleppo, confiscating large amounts of ammunition. The Observatory said 16 government troops died in the attacks on the base near the rebel-held town of Daret Azzeh and nearby checkpoints early Sunday.

Area activist Mohammed Saeed said the rebels had removed hundreds of artillery shells from the base. Saeed added via Skype that troops retaliated with intense shelling on the area using helicopter gunships.

On Friday, state media said 25 people were kidnapped by "terrorists" and killed in Daret Azzeh. Activists said the 25 killed were pro-regime gunmen known as shabiha.

Syria's state-run SANA news agency, meanwhile, said gunmen from Turkey clashed with Syrian border guards in Rabiah, a region in the coastal Latakia province. SANA said several infiltrators died in the late Saturday clash, while others reportedly returned to Turkey. It said several Syrian border guards were hurt, but didn't specify how many.

Turkey denies sheltering armed Syrian rebels, although many Syrian refugees have fled to camps on the Turkish side of the border.

Also on Sunday, Syrian opposition groups met in Brussels to hash out differences and plan for a democratic transition. The disparate groups are divided over whether outside military intervention would help or hurt and whether to engage in dialogue with Assad's regime. The conference, attended by some 50 people, will continue Monday.

Jordanian Information Minister Sameeh Maaytah, meanwhile, said Sunday that three other Syrian pilots had defected last week, even before a pilot flew his warplane into neighboring Jordan. He said the other three crossed overland into Jordan. He was unsure if the four pilots knew each other or had coordinated their escape from Syria.

213 miles up, Chinese astronauts achieve milestone

A trio of Chinese astronauts?successfully?manually docked their space capsule to a prototype orbiting?module?on Sunday.

Three Chinese astronauts manually docked their space capsule at an orbiting module Sunday (June 24), a major first for China's space program and the country's plans to build a large space station.

The astronauts docked their Shenzhou 9 spacecraft with the unmanned Tiangong 1 module 213 miles (343 kilometers) above Earth. It was the second orbital linkup in a week for the two spacecraft, which performed?China's first automated space docking?June 18.

Shenzhou 9's astronauts Liu Wang, Jing Haipeng and Liu Yang ? who is China's first female astronaut ? are the fourth Chinese crew to fly in space. The astronauts launched into orbit on June 16, atop a Long March 2F rocket from the Jiuquan Satellite Launch Center in China's northern Gansu province.

Tiangong 1 has been in orbit since September 2011, and was part of China's first robotic docking with the unmanned Shenzhou 8 capsule in November. The Shenzhou 9 crew made their first docking with Tiangong 1 June 18, marking the first time a manned Chinese spacecraft has docked with another vehicle in orbit. Earlier today, the astronauts undocked the two spacecraft and flew Shenzhou 9 about 1,300 feet (400 meters) away. They then maneuvered their capsule by hand, with Liu Wang at the helm, back into docking configuration with?Tiangong 1?at 12:48 p.m. China Standard Time, or 12:48 a.m. EDT (0448 GMT).

"The success of the manual rendezvous and docking mission represents another important phase achievement of the Shenzhou 9 and Tiangong 1 rendezvous and docking mission," Wu Ping, spokeswoman of the China Manned Space Program, said during a press briefing following the docking. "The three astronauts will once again enter the orbiting module of Tiangong 1 to carry out scientific experiments."

The mission's docking maneuvers are a milestone in the development of China's manned space program, which flew its first astronaut in space in 2003. Tiangong 1 (which means "Heavenly Palace" in Chinese) is a prototype for China's first manned space station, which officials say will be functional by 2020.?

China is the third country after Russia and the United States to fly astronauts into space.

After today's docking, the Shenzhou 9 astronauts (known as taikonauts) received a message from a group of Chinese oceanauts who are setting records not above the ground but below it.

"We wish for a great success of the manual docking and brilliant achievements in China's manned space and manned deep-sea dive causes," read a message sent by three crewmembers aboard the Chinese submersible Jiaolong, 7,015 meters (23,000 feet) beneath the Pacific Ocean in the Mariana Trench, the deepest spot on Earth, state-run newspaper Xinhua reported.

The oceanaut crew?set a new deep-diving record?for China on June 22.

Shenzhou 9 and Tiangong 1 are due to stay connected for four more days, with the crew departing June 28 and landing back on Earth June 29.

Palestinian village faces demolition by Israel

SUSIYA, West Bank (AP) ? Palestinians in this hamlet have clung to their arid acres for decades, living without proper electricity or water while Israel provides both to Jewish settlers on nearby hills. But the end now seems near for Susiya: Demolition orders distributed last week by the Israelis aim to destroy virtually the entire village.

Before it does, Israel could encounter an international complication: Several European countries, with traditional Israel ally Germany in the lead, have funded solar panels, wind turbines and wells to make life in area villages more bearable. A diplomatic incident may loom.

"They are turning us into refugees on our own land," said resident Mohammed Nawaja, principal of a 35-student elementary school that consists of four tents slated for removal.

Susiya is one of more than a dozen "unrecognized" Palestinian herding communities in the southern West Bank, a desert-like area close to the Green Line, Israel's pre-1967 war frontier with the West Bank, when it was ruled by Jordan. Its 160-odd residents live in shacks, caves and tents with cement-reinforced walls.

Israeli authorities say the structures are unlicensed. Residents and their supporters say Israel refuses to grant permits as part of a plan to clear the area for future territorial claims ? a charge Israel denies.

Activists say Israeli authorities have issued demolition orders in most of the hamlets over the years, but Susiya faces the most immediate risk of wholesale razing.

At the heart of the matter is the struggle over the 62 percent of the West Bank that remains under full Israeli control ? known as Area C. This area is home to more than 300,000 Jewish settlers, more than double the number of Palestinians living there. More than 90 percent of the West Bank's Palestinians live in the parts of territory adding up to 38 percent of the land, administered by the Palestinian Authority.

The division results from the 1990s autonomy agreements between Israel and the Palestine Liberation Organization. They were meant to be temporary and lead to a final deal on drawing the borders of a Palestinian state more than a decade ago. Negotiations repeatedly broke down, while the patchwork of jurisdictions in the West Bank remained.

Critics say Israel has blocked virtually all Palestinian development in Area C, while expanding the Jewish settlements there. Only 5 percent of Palestinian requests for building permits in Area C have been granted in recent years, said Alon Cohen-Lifshitz of the Israeli group Bimkom, which calls for fair planning practices.

Planning restrictions and demolition orders are part of a wider Israeli land grab, said Michael Sfard, an attorney for Israeli activists who have installed solar panels and wind turbines with German funding in 18 small communities in the southern West Bank.

"The federal government and its EU partners are watching the situation ... very carefully," said a German Foreign Ministry spokesman Wednesday, on customary condition of anonymity. "They are calling for safeguarding the German and international projects ... and are in close contact with the Israeli authorities."

Israel's Civil Administration, the branch of the military dealing with Palestinians in Area C, said it is working on more than a dozen master plans in the southern West Bank to regularize what it considers Palestinian squatters.

Maj. Guy Inbar, an Israeli spokesman, said some of the work is being held up because Palestinians are not cooperating. He said some of the Palestinians in the southern West Bank would be asked to move as part of such plans, but he declined to give details.

Qamar Assad, an attorney for Susiya, said the villagers have not been offered an alternate site.

Israeli government spokesman Mark Regev said Israel is ready to tackle the core issue of drawing the borders of a Palestinian state, which would also resolve the problems of Susiya and the entire settlement issue.

The Palestinians, who want a state in the West Bank, Gaza and east Jerusalem ? territories Israel captured in the 1967 war ? refuse to resume talks until Israel freezes settlement construction on occupied lands.

Susiya's defenders say it's more vulnerable to displacement than some of the other villages in the area. The village is flanked by a Jewish settlement and the ruins of a centuries-old Jewish town of the same name.

Susiya residents lived in the area of the ruins until it was declared an archaeological site and they were forced to leave in the mid-1980s. Some left for other Palestinian communities, while others settled a few hundred yards away, on land Nawaja says is privately owned by him and his relatives.

Since Israel did not recognize the community, it was not hooked up to electricity or water grids, while the settlement of Susiya and several unauthorized Jewish outposts in the area receive such services, said Sfard.

In 2010, Israel's government designated the Susiya excavation area as a Jewish heritage site and promised funding to turn it into a major tourist attraction. Susiya residents say they've been barred from visiting the site, even though some were born there.

Among the finds are the remains of a synagogue with elaborate floor mosaics, and explanations offered to visitors include many links between the apparent practices of town residents and those described in Jewish scriptures.

Israeli archaeologist Yonathan Mizrahi, who was not involved in the dig, said excavations also yielded remnants of a mosque built atop the synagogue in later years, but that this is not mentioned to visitors. "There is a clear political agenda, to legitimize the settlement (of Susiya) as continuing the Jewish presence of the past," he said.

Last week, Civil Administration inspectors distributed demolition orders for several dozen structures in the village, including the school, a makeshift clinic, residential tents, animal shelters and German-funded solar panels, Assad said.

Some of the orders were initially issued in the 1990s but not implemented, while others are new.

Inbar said Israel is in touch with German officials, and one proposal is to take the solar panels to another area if Susiya residents agree to move there. The German Foreign Ministry official did not address the issue publicly.

The Israeli group that installed the panels, Comet-ME, said demolition orders or their precursors, stop-work orders, have been issued against nine of their 18 sites, including Susiya. The group is providing electricity to 1,300 Palestinians in the area.

Comet-ME said it had hoped to set up six more installations this year but will have to stop work until the legal problems are solved.
