Alberta oil industry standards lauded in Quebec

Alberta has set the benchmark for coexistence of farmland and oil and gas wells, says the head of an energy industry group from Quebec.

?

Mario Levesque, president of the Oil and Gas Services Association of Quebec (OGSAQ), which this week brought a group of rural Quebec residents to Alberta, said the tour was meant to show how the energy industry here works.

?My goal was to bring people who had questions about oil and gas,? said Levesque, whose group chose at random a handful of people ? mostly farmers ? who applied to go on the Alberta tour, subsidized by Questerre Energy and the Canadian Association of Petroleum producers (CAPP).

Two small town mayors were among the dozen people who came, though they paid their own way, said Levesque.

Group members hailed from the St. Lawrence Lowlands region of Quebec, an area eyed for future oil and gas development, much to the dismay of some residents there.

Their concerns include water contamination, pollution, respect for the environment and big companies reaping the benefits of development.

During a three-day stint in Alberta that wrapped Wednesday, the group visited farms around Rosemary, about 170 km southeast of Calgary, went to Grande Prairie, and met with the Energy Resource Conservation Board (ERCB) and the Surface Rights Board.

?I know for a fact the best people in the world to drill inland are in Alberta,? said Levesque.

?You have the highest standards in the world.?

He said while the group still included some critics post tour, other members were surprised by ?how small of an impact? the industry had on the land.

The combined efforts of Canada?s east and west can make the country the world?s top energy superpower, added Levesque.

Mark Salkeld, president of the Petroleum Services Association of Canada, said he was glad for the opportunity for farmers from Alberta and Quebec to meet one on one.

?The conversations, I felt, were very productive ? a lot of information back and forth between the groups,? he said.

Matthew Quesada jailed for murdering man who ... - BBC World News

Matthew Quesada will spend at least 26 years in prison after stabbing to death Alan Smith, who had asked if his crying daughter was all right. The judge at the Old Bailey told Quesada, 26, he was a ?very dangerous young man? who had shown no sense of proportion in responding to what he perceived as criticism of his parenting skills. Matthew Quesada murdered Alan Smith in a frenzied attack (MPS) Kindly Mr Smith, 63, enquired after the three-year-old?s welfare after spotting that she was upset at the BB Cafe in Leyton, east London, on March 26th last year. Quesada, 26, reacted furiously to the question and said: ?Go away. What?s it f****** got to do with you?? Mr Smith was keen to avoid a confrontation and went to the nearby Roma Cafe to meet his daughter and son-in-law. Quesada went home and left the little girl with his partner, Maria Bridgette. He picked up a knife and then went in search of Mr Smith. He found him in the cafe and proceeded to stab him five times in what police described as a ?frenzied and unprovoked? attack. Mr Smith died later the same day at the Royal London Hospital and a post-mortem revealed the cause of death to be stab wounds to the heart and lungs. Quesada was found guilty of murder last month and was today sentenced to life imprisonment, with a minimum term of 26 years. Judge Peter Rook told him: ?You are a very dangerous young man. This was a truly grave crime. ?Your reaction was wholly unexpected and out of proportion. You over-reacted and took this as a slight on your parenting.? Ms Bridgette was convicted of assisting an offender and given a nine-month suspended sentence. Mr Smith?s family said that ?no words can express the devastation? that the murder had left them feeling and added: ?We will try to continue with our day-to-day lives, but we fear that we will never fully come to terms with our tragic loss.?

Annan urges 'consequences' if no Syria cease-fire

UNITED NATIONS (AP) ? International envoy Kofi Annan urged the U.N. Security Council on Wednesday to send a message to the Syrian government and the opposition that there will be "consequences" if they don't comply with demands for an immediate cease-fire, a U.N. diplomat said.

Russia and China, key allies of Syrian President Bashar Assad and veto-wielding council members, have blocked repeated attempts by the United States and its European allies to even threaten "consequences" ? a diplomatic code word for sanctions.

The diplomat, speaking on condition of anonymity because Annan's videoconference briefing from Geneva was at a closed session, said the council should insist on implementation of its resolutions which included a strong endorsement of his six-point peace plan.

That plan calls for an immediate cease-fire and withdrawal of heavy weapons from populated areas by the Syrian government to be followed by an opposition cessation of hostilities.

The U.N. sent a 300-strong unarmed observer mission for 90 days to oversee the cessation of violence and monitor implementation of the Annan plan. It was forced to withdraw from key conflict areas because of the escalating fighting and the council must decide what to do about extending its mandate which expires on July 20.

Another U.N. diplomat said U.N. peacekeeping chief Herve Ladsous told the council the ceiling of 300 observers should remain and the U.N. should decide on their deployment. A third diplomat said the peacekeeping department plans temporarily withdraw half of them, on 48-hour standby to return if conditions change.

They also spoke on condition of anonymity because Annan spoke behind closed doors.

On the eve of Annan's briefing, Russia circulated a draft resolution to Security Council members that would extend the U.N. observer force in Syria but refocus its activities on trying to achieve a political solution to the conflict.

Britain, France, Germany, Portugal and the United States have also been drafting possible texts for a new resolution but were waiting to hear what Annan had to say. Diplomats said a Western text will likely be circulated either later Wednesday or Thursday.

Annan briefed the council on his talks with Assad in Damascus and his visits to Iran and Iraq.

He told reporters in Tehran and Baghdad on Tuesday that Assad agreed to a plan to contain the bloodshed in the most violent areas of Syria step by step and then expand the operation to the whole country.

"I believe that if everyone works on it seriously then it could work," Annan said in Baghdad. "We are also ... going to discuss this with the opposition on the ground."

But several U.N. diplomats raised concerns about this new approach, citing the Security Council's unanimous endorsement of Annan's six-point peace plan and questioning whether targeting places of extreme violence would mean targeting opposition strongholds.

The conflict in Syria has defied every international attempt to bring peace, and there was no sign that the plan Annan described Tuesday would be a breakthrough. Although the Assad government's crackdown has turned the Syrian president into an international pariah, he still has the support of strong allies including Russia, Iran and China.

There is little support for military intervention of the type that helped bring down Libya's Moammar Gadhafi, and several rounds of sanctions by the U.S. and European nations, and other attempts to isolate Assad have done little to stop the bloodshed. More than 17,000 people have been killed since the uprising against Assad began in March 2011, according to Syrian activists.

In Moscow on Wednesday, a prominent Syrian opposition leader said Russia's resistance to international intervention in the conflict was bringing misery and "suffering" to the violence-torn country.

Two Syrian opposition delegations visited Moscow this week, raising hopes that Russia could be pushed to accept Assad's ouster but Syrian National Council head Abdelbaset Sieda said he saw "no change" in Moscow's stance after meeting with officials including Foreign Minister Sergey Lavrov.

"The Syrian people are suffering because of Russia, because of the position it has taken, because of its veto in the U.N. Security Council," Sieda said at a news conference. "The current regime uses Russian weapons against its own people."

Sieda called for intervention by the U.N. and said no dialogue with the regime was possible until Assad was ousted.

Russia strongly opposes international intervention and says that if Assad goes, it must be as the result of dialogue.

At a conference in Geneva last month, Russia insisted that any political transition must have the "mutual consent" of both Assad's government and the opposition, essentially handing a veto on the peacemaking process to both sides.

Lavrov on Wednesday repeated Russia's support for non-intervention, and insisted that any solution would have to be decided by "Syrians themselves," and not by any foreign power.

Lavrov also expressed doubt that the fragmented Syrian opposition was ready to act as a real partner for dialogue with the regime. After a meeting on Monday with members of the Syrian Democratic Forum, another opposition group, the Russian Foreign Ministry stressed the need for "the Syrian opposition to act on one platform."

Soft coup or counter coup? Egypt?s ?impending confrontation? between military and Muslim Brotherhood

Egypt is facing a ?political earthquake? after the constitutional court today insisted that its earlier ruling to dissolve parliament must stand, and the powerful Muslim Brotherhood began to mobilize for ?a million-man march? to coincide with Tuesday?s re-opening of the disbanded Islamist-dominated assembly.

?We are not trying to force the country into an inferno of political battles,? said Mourad Ali, a Brotherhood spokesman, but recent events raise the risk of violent conflict, say analysts.

?We will probably see some of the military banning the MPs from entering the parliament, and Tahrir will fill again ? and then it?s time to see who blinks first,? says Omar Ashour, a visiting fellow at the Brookings Doha Center.

The court decision is ?ratcheting up a confrontation? between newly-elected president Mohammed Morsi (right), who yesterday decreed that parliament should reconvene, and the military, which today ? in an apparent swipe at the president ? said that it was ?confident all state institutions? will respect the law and constitution.

?In a clear sign of an impending confrontation,? the FT?s Heba Saleh reports, the military ?fired a shot across the bows? of Morsi, ?saying it had dissolved parliament only to respect the court?s ruling.?

?It?s surprising how soon this has happened, but a conflict between the military and Muslim Brotherhood has been expected for a while,? said Eric Trager, a fellow with the Washington Institute for Near East Policy who is in Cairo. ?Political confrontation will be a feature for the foreseeable future.?

Morsi?s decree represents an attempt to establish his authority and legitimacy in a direct challenge to the Supreme Council of the Armed Forces, says Michele Dunne, director of the Atlantic Council?s Rafik Hariri Center for the Middle East.

?It is now clear that Morsi has no intention of accepting the admittedly humiliating conditions the SCAF attached to his presidency,? she says.

?If what Morsi has done is to counter a soft coup by the SCAF that took place just before his inauguration, the question now is whether the military will mount a counter coup of some kind against Morsi and if so, how,? she notes. ?Another important question is whether the parliament will succeed in reconvening a quorum and, if so, whether it has an agenda of legal steps it plans to take in an attempt to outflank the SCAF and constitutional court. ?

Morsi is flexing the muscles of the presidency, said Khalil al-Anani, an expert on Islamist politics at the UK?s Durham University.

?Regardless of the underlying reasons behind Morsi?s decree, it?s a bold and significant step from Morsi to show his powerful presidency. Until we know the reaction of SCAF, this decree reflects Morsi?s sense of self-assertiveness and confidence,? he said. ?The question is to what extent Morsi can defy the military and challenge their power.?

The military is struggling to establish the constitutional red lines required to prevent the Muslim Brotherhood from monopolizing political power, says Michael Wahid Hanna, a fellow at the Century Foundation.

?Whether its heavy-handed marshaling of Egypt?s transition exemplifies a stroke of evil genius or bungling impulsiveness,? according to one assessment of the military?s outlook.

?In recent days, it has become clear that we have underestimated SCAF?s ideological viewpoints,? said Hanna. The military is ?not going to turn over the government to the [Muslim Brotherhood]. They are just not going to do it? The big question will be, where are those red lines that Morsi can?t cross. The Ministries of Defense, Interior, and Justice are off limits.?

?It?s extremely uncertain where this will lead,? said veteran political analyst Hani Shukrallah, editor of the state-run Al Ahram newspaper. ?On the face of it, it?s a very strong insult to the military and the Supreme Constitutional Court.?

?What we?re talking about here is not really the legalities of the situation, but power relations. How far is each side willing to push the other?? he said.

But the Islamists? power play has been criticized by secular democrats, human rights groups and independent analysts.

Morsi?s recall of the assembly was a ?violation of judicial power,? said the Egyptian Social Democratic Party, while liberal MP Amr Hamzawy criticized the decree as a violation of ?the primacy of law.?

?The decree could create a political crisis,? Gamal Eid, a prominent human rights lawyer, told the New York Times. ?He has been waiting to make a decision to prove he is president of a republic.?

Hafez Abu Saada (right), a lawyer and head of the Egyptian Organization for Human Rights, tells VOA he believes the president could have handled this differently and has now created a politically fraught situation. He says he believes this could have been dealt with in different ways, but that it is a clash and it could mean the emergence of a kind of cold war between the presidency, the military council and civil forces.

The standoff has ominous implications for the democratic transition, says a leading expert on Egyptian constitutional law.

?I think this is a possible train wreck,? said Nathan Brown. ?The judiciary will probably circle the wagons and refuse to enforce any parliamentary law. The SCAF will claim legislative authority but its laws will be under a cloud. How will you even write a new election law in such a context? Or pass a law on the referendum for the constitution??

The decree ?certainly amounts to a confrontation with the judiciary,? said Brown, a political science professor at George Washington University. ?It probably amounts to a very bold confrontation with the SCAF as well, though we don?t know what understanding may have been reached there.?

According to a European diplomatic source, recalling parliament gave Morsi leverage over the military, but could also placate Islamists who dominate the assembly so that Morsi would have a freer hand to pick a broader cabinet with non-Islamist members.

?The test will come when we see how the soldiers guarding the parliament building behave when MPs try to convene,? the source said.

The timing of the president?s decree, days before a visit to Cairo by U.S. Secretary of State Hillary Clinton, is significant, said Fahmy Howeidi, a columnist with the independent daily ElShorouk.

?I think this decision could have been delayed, but why did he decide to declare or to decide about the parliament before his departure to Saudi Arabia? Is he sending a message saying he is the real ruler, not the military? You know that Washington criticized the military for their latest statement [dissolving parliament], so was he encouraged by this criticism, in order to embarrass the military??

Egypt can rely on U.S. support for its democratic transition, says U.S. Deputy Secretary of State William Burns, hinting that financial assistance will be contingent on respect for human rights and democratic institutions.

?Egyptians know far better than we do that their aspirations are not yet fully realized, but they can count on America?s partnership on the complicated road ahead,? Burns said, stressing U.S. support for a democratically elected parliament, a constitution that protects ?universal rights? and an inclusive government that ?embraces all of Egypt?s faiths and respects the rights of women and secular members of society.?

Burns met Morsi at the presidential palace on Sunday, ?signaling the new ties Washington is forging with resurgent Islamists in the region,? reports suggest:

Burns pledged that the United States, which grants the Egyptian armed forces $1.3 billion a year in military aid, would support Egypt?s economy, which has been hemorrhaging cash and is heading for a balance of payments and budget crisis.

Once a darling of emerging market fund managers, Egypt has watched foreign investors flee and its vital tourist trade has taken a big knock from the turmoil of the last year and a half.

Foreign reserves have plunged to about $15.5 billion, less than half their level before anti-Mubarak protests erupted, and the government has been forced to pay double-digit interest rates, seen as unsustainable, to fund its spending.

?Already domestic financing has reached a critical stage where you can?t rely totally on the market anymore,? said one Western diplomat. The government was running up payment arrears with energy suppliers and raising funds from the central bank, the diplomat noted ? tactics sustainable only for a short time.

Morsi?s decree puts the Obama administration in ?a ticklish position,? says Dunne, a board member of the National Endowment for Democracy.

?Difficult days ahead for Egyptians and difficult decisions for Washington, which had been eager, along with much of the world, to believe that Morsi?s election was finally putting the Egyptian transition on a firmer footing,? she notes.

But the president?s forthcoming visit to Saudi Arabia indicates that the Brotherhood is also pursuing alternatives to Western assistance that are likely to be less insistent on respect for democratic rights, says Hisham Kassem (left), a veteran analyst and rights activist.

?Given Morsi?s political persuasion and aversion to international monetary institutions, I think he will try and get basically Islamic-backed economic backing, as opposed to other monetary institutions, that they might consider dealings with them to be anti-Islamic or usury,? he said:

Unemployment is high in Egypt and chairman of the Jeddah-based Gulf Research Center Abdulaziz Sager says encouraging Saudi Arabia?s private sector to invest in Egypt is likely to top Morsi?s agenda.

?I am sure he wants to attract them again to continue their investments in Egypt and to assure them of the stability and the political stability in Egypt,? said Sager. ?At [the] same time, also if he can increase the sort of export of manpower from Egypt to Saudi Arabia that will help, because the remittances from Egyptian laborers to Egypt in Saudi is quite significant also.?

Sager says Saudi Arabia was one of the first countries to show serious economic support for Egypt, committing more than $4.5 billion to the country. Saudi Arabia is also a major shareholder in the Islamic Development Bank, which signed a $1 billion cooperation agreement last week with Egypt to support its food and energy sectors.

Kassem says Morsi, a long-time member of the Muslim Brotherhood, may also see in Saudi Arabia a potential lender with similar Islamic values.

?They [the Saudis] will be very interested in maintaining good relations with Egypt as they did with Mubarak. It is in everyone?s interest,? said Kassem, a leading member of the World Movement for Democracy.

The confrontation between the military and the Brotherhood demonstrates that Egypt?s illiberal actors are driving the political agenda, activists and analysts note, while democratic forces remain largely marginal.

The transition thus far has amounted to ?musical chairs, but not real shifts or change,? according to Nancy Okail, Egypt director of Freedom House.

The underlying dynamics of Egyptian politics have changed little, says Georgetown Professor Samer Shehata, who notes that the ?tremendous weight of the Egyptian state? poses a threat to widespread reform.

?It?s going to be difficult and long going to make significant progress? considering the weight of the 6 million person Egyptian state [bureaucracy].?

?Morsi?s power play will determine whether the generals? constitutional declaration will stand,? analysts suggest:

If it stands, the military will have not just the powers of the legislature but also the authority to steer the drafting of the new constitution. In the bigger picture, this may be a test case that determines the role of the military in post-Mubarak Egypt ? whether the country will follow the ?Turkish model? of the 1980s and 1990s in which the army could block civilian governments from acting against its wishes ? or whether the army will be subordinate to an elected president and legislature, Islamist or otherwise.

WHAT HAPPENS NOW?

Morsi has the legitimacy from being the country?s first-ever freely elected president, and Brotherhood supporters in the past have threatened a ?second revolution? if the army tries to hold on to power. The military, on the other hand, has the top court on its side ? and, of course, the ability to put tanks on the streets. Over the past 17 months, neither side has shown a willingness to push a crisis over the breaking point, however, and there are a number of ways that this conflict could be defused. Morsi also announced that there would be new elections after a constitution is adopted, and parliament could meet once or twice and then go into recess. But Egypt?s post-Mubarak transition has been wildly unpredictable so far, and few analysts would venture with any confidence what will happen next.

On Sunday, President Morsi issued a decree that reinstated parliament and called for fresh elections within 60 days of the ratification of the country?s new constitution. Morsi?s decision was met with praise and outrage, with opponents saying the president?s decision violates the rule of law and is a step towards autocracy. Supporters say that Morsi has every right to call for the parliament to reconvene and that legislative authority is now back in the hands of elected officials rather than the military. Protesters on both sides gathered in response to the decision, with demonstrations in Tahrir Square in support of the president and at the Tomb of the Unknown Soldier in Nasr City against the decree. Mohamed ElBaradei responded to the decision by Egypt?s president saying ?The executive decision to overrule the HCC decision is turning Egypt from a government of law into a government of men.? Writer Alaa El Aswani noted, ?legislative prerogatives should be in the hands of the people ? not the generals.? The Supreme Council of the Armed Forces (SCAF) held an emergency meeting yesterday to discuss the decision by Egypt?s new president. Anonymous sources from SCAF told Egyptian media that the decision was a complete surprise to everyone, including the military council. Some analysts have speculated that Morsi had the approval of SCAF to reinstate parliament as the move satisfies the Brotherhood?s desire to see the parliament it dominates back in force as well as SCAF?s preference for new elections in the near-term.? After it held an emergency meeting today in response to Morsi?s decree, the SCC said that its decisions were final and binding on all state authorities. The SCC will hear appeals to the decision dissolving parliament Tuesday.

(AP) ? After being rather exposed in "Magic Mike" the movie, Channing Tatum is teasing his audience with the possibility of "Magic Mike" the musical.

The 32-year-old American actor is working on plans to turn the big screen stripper story into a theater production. Tatum, a former stripper himself, says he hasn't "cracked what the actual show is" yet, but the one thing he knows is that he wants the musical version to be "very interactive."

The film, directed by Steven Soderbergh, is about the exploits of a group of male strippers at a club in Tampa, Florida.

Tatum was in London with co-star Matthew McConaughey for the European premiere of the movie on Tuesday evening.

"Magic Mike" opens in the U.K. on Friday.

Mexico condemns border shooting

(CNN) -- Mexico's foreign ministry has accused a U.S. border patrol agent of fatally shooting a Mexican citizen over the weekend.

The shooting occurred near the bridge that connects Brownsville, Texas, with the Mexican town of Matamoros, the foreign ministry said Sunday in a statement condemning the violence.

The ministry said a Mexican national died after being shot by the U.S. agent, but did not release details about the circumstances surrounding the Saturday violence.

"The Mexican government has repeatedly expressed that the disproportionate use of lethal force in the exercising of immigration control functions is unacceptable under any circumstance," the foreign ministry said, calling for a thorough investigation.

A U.S. Customs and Border Protection spokesman said two agents fired shots Saturday morning during "dangerous encounters" along the border.

But U.S. officials have not confirmed any deaths related to the shootings.

"We have been unable to establish a connection between the shootings and a victim reportedly admitted to a Matamoros hospital," U.S. Customs and Border Protection spokesman Bill Brooks said.

Agents "were involved in two dangerous encounters" in the Rio Grande Valley Saturday morning, he said.

In one incident, an agent fired toward someone who was throwing rocks at him, he said.

"At approximately the same time, another nearby agent observed a person aiming a weapon at him and fired his service weapon in defense," he said.

The FBI is investigating, Brooks said.

In 2010, the FBI investigated after a border patrol agent shot and killed a Mexican teen along the border between El Paso, Texas, and Ciudad Juarez, Mexico. Federal officials closed the case in April, saying there was not enough evidence to pursue charges against the officer and that he acted within the agency's policies for use of force.

The officer received widespread condemnation from critics who questioned his use of deadly force against 15-year-old Sergio Adrian Hernandez Guereca, who authorities said had been throwing rocks at the agent when he was shot and killed.

Hernandez had a history of involvement with human smuggling and was on a list of repeat juvenile offenders, U.S. Customs and Border Protection spokesman Mark Qualia told CNN after the shooting.

An appeal is pending in a lawsuit filed by the teen's parents in U.S. federal court, accusing the officer of using excessive force. The Mexican government filed a friend-of-the-court brief in the case last week, noting that its request to extradite the border patrol agent for prosecution had been denied.

"As a matter of international responsibility, the fact that the victim was on Mexican soil when he was killed does not absolve the United States of responsibility for the acts of its agent," the brief said.

Focus Booster (for Mac)

It's incredibly easy to allow yourself to become distracted by the Internet's wilds, but, as the kids say, "there's an app for that." The free Focus Booster is a lightweight, simple Mac utility that's designed to help keep you locked into the task at hand. If you find yourself constantly straying from a project to check email, update a Facebook status, or play a game, this app may eliminate distractions?if you adhere to what it's attempting to accomplish.

The Focus Booster Experience
Focus Booster uses the Pomodoro Technique, a time management method created by Francesco Cirillo. The technique dissects work into 25-minute sections known as "pomodoros" that are separated by 5-minute breaks. Focus Booster uses that as its base, but serves up some user-specific flexibility. You can alter the work blocks to a length more to your liking (as well as the break times), activate a ticker that sounds as time passes, and set alarms to alert you when you're at the end of a work.?

Clicking the start button begins the countdown and should you activate the ticking sound effect, you'll hear that, too. Focus Booster also fills its thin, black, rectangular body with a colored bar that serves as a visual representation of how much time has passed. The bar starts as green, but turns golden yellow as the time limit draws near. You can't, unfortunately, alter the bar's colors.? I would have preferred the bar to turn red as a sign that time's running out.

That's a small gripe, but I have a larger one: Focus Booster doesn't loop. It proceeds from work to break, but doesn't circle back around and automatically begin playing the work portion again; you need to manually activate it. This means that you have a second break to get involved in all manner of shenanigans if you don't immediately hit the button again to keep the flow. That said, Focus Booster, by default, lives on top of all other apps you open, so it's somewhat hard to ignore.?

Time After Time
If you're an OS X user who wants an app to nudge you in the right direction, Focus Booster will do the job nicely. Focus Booster lacks a feature?auto-loop?that would've made it more useful to those of us who are easily distracted, but even as is, it's a capable free solution.

Cruise, Holmes reach settlement in divorce case

NEW YORK (AP) ? Tom Cruise and Katie Holmes reached a settlement on Monday, legally sorting out their divorce with the same speed that kicked off their much-scrutinized romance seven years ago.

Just as Hollywood was settling in for what was expected to be a long and nasty separation, lawyers for the couple said the pair settled less than two weeks after Holmes unexpectedly filed for divorce.

"The case has been settled and the agreement has been signed," Holmes attorney Jonathan Wolfe said in a statement. Cruise's rep Amanda Lundberg confirmed the settlement.

Representatives for Holmes and Cruise declined to elaborate on the agreement.

"We are thrilled for Katie and her family and are excited to watch as she embarks on the next chapter of her life," the statement from Holmes' attorney said. "We thank Tom's counsel for their professionalism and diligence that helped bring about this speedy resolution."

In a joint statement, Cruise, 50, and Holmes, 33, asked for privacy for their family with 6-year-old daughter Suri.

"We are committed to working together as parents to accomplish what is in our daughter Suri's best interests. We want to keep matters affecting our family private and express our respect for each other's commitment to each of our respective beliefs and support each other's roles as parents," read the statement from Lundberg and Holmes representative Nanci Ryder.

The resolution was notably quick, particularly in Hollywood terms. By way of comparison, Kim Kardashian and Kris Humphries are still negotiating a divorce for an August 2011 marriage that lasted less than three months.

"A quick settlement indicates that they were able to agree that they'll both do some co-parenting," said Steve Mindel, a managing partner in the Los Angeles firm Feinberg, Mindel, Brandt and Klein who has handled bi-coastal divorce cases.

Mindel said the next step would be for Holmes or Cruise to file to have their status changed to divorced, but that the actual financial and child custody details won't get filed in court unless there's some later dispute.

The rapid settlement saves the couple from a public battle that was sure to be covered vigorously by the celebrity news media, which had already shifted into hyper-drive.

In the already voluminous tabloid reporting, Holmes had been portrayed with overwhelmingly more sympathy. The emerging narrative, whether true or not, was of a locked-away Holmes breaking free from the servitude of a strange, corrupting marriage.

Us Weekly reported that the couple "fought viciously" over Scientology parenting. The Daily News trumpeted Holmes entering "a new phase." A TMZ headline blared "Tom treated me like a robot."

That may also be the most convenient view of a relationship that even at its start spawned "Free Katie!" T-shirts. In 2005, the couple publically announced their relationship in Rome, famously celebrated it on "The Oprah Winfrey Show" and got engaged on the Eiffel Tower in Paris. They were wed in Nov. 2006 at a castle in Bracciano, Italy.

Cruise's lawyer Bert Fields has said they were letting "the other side play the media until they wear everyone out." The Church of Scientology, too, didn't want to be portrayed as the schism between the couple.

The quick settlement and joint statement may put out some of that fire.

"I don't think either of these high-profile celebrities want their dirty laundry aired in technically a public forum," said Russell I. Marnell, an East Meadow, N.Y.-based divorce lawyer who's also licensed in California. "Those kind of factors certainly would lend themselves to try to encourage a resolution."

Cruise has two children with his previous wife, Nicole Kidman. The actor was also previously married to Mimi Rogers. This was Holmes' first marriage.

Their divorce case lasted less than two weeks, but Mindel said that's not uncommon for high-profile breakups: "There's too many incentives on both sides of the equation for settlement."

When actress-singer LeAnn Rimes' husband filed for divorce in December 2009, it only took a day before the couple filed a judgment. Actor-comedian Russell Brand's divorce from singer Katy Perry took a little over a month to resolve, while director Cameron Crowe and singer-guitarist Nancy Wilson resolved their 2010 divorce in less than three months.

Cruise and Holmes may have saved more than just their dignity by not fighting out their divorce in court. A drawn-out custody battle would have likely cost more than a million dollars in legal fees.

"What jumps out at me is how quickly they were able to resolve a multi-million dollar (financial case) and custody issues," likely to be particularly complicated for a couple whose work can take them all over the world, said Paul Talbert, a partner in a New York City matrimonial-law firm that isn't involved in the case.

Said Mindel: "The question's going to be did they have enough time to flesh out how they're going to resolve future disputes."

Crash avoidance technologies save lives

While it?s likely to be a number of years before fully autonomous vehicles start rolling onto the nation?s highways the latest crash avoidance technologies ? including autonomous braking systems ? are having a major impact, according to a new study that finds they result in significantly fewer crashes, injuries and fatalities.

The new report by the Highway Loss Data Institute (HLDI) reveals that forward collision avoidance systems ? especially those that can begin to brake even before the driver is aware of a problem ? and adaptive lighting systems are delivering the biggest benefits.

But not all the new crash-avoidance technologies are proving equally effective.? There?s no clear evidence that blind spot detection and park assist systems have a measurable effect.? And Lane Departure Warning technology ?appears to hurt, rather than help,? the new report cautions.

"As more automakers offer advanced technologies on their vehicles, insurance data provide an early glimpse of how these features perform in the real world,? says Matt Moore, vice president of HLDI, an affiliate of the Insurance Institute for Highway Safety (IIHS). ?So far, forward collision technology is reducing claims, particularly for damage to other vehicles, and adaptive headlights are having an even bigger impact than we had anticipated.?

Analysts for the insurance industry research organization looked at how each new collision avoidance feature affected claim frequency for vehicles produced between model-years 2000 and 2011, depending upon when the technologies were first introduced.

Experts caution, however, that such research can be misleading, especially early on.? It can take time for makers to work out the bugs in new technologies ? and for motorists to become both familiar with and comfortable using new technologies.? In the early years of active safety technology ? systems designed to intervene to prevent a collision rather than simply reduce the impact of an accident, such as airbags ? there were problems with a number of devices now considered essential.

Early data appeared to show that anti-lock brake systems were resulting in an increased number of collisions.? Yet today, ABS is not only mandated by federal law but serves as the base technology for more advanced systems such as autonomous braking.

But there is enough evidence that HLDI found a 14% lower rate of claims for Acura and Mercedes-Benz vehicles equipped with forward collision warning with autonomous braking when compared to otherwise identical vehicles not equipped with such systems.

?Mercedes and Volvo also offer versions of forward collision warning that don?t include autonomous braking,? a summary of the study notes. ?These appeared to lower crash rates, too, but not to the same extent as versions that do include it.?

Meanwhile, HLDI found a clear pay-off when it examined the effectiveness of adaptive headlights on Acura, Mazda, Mercedes and Volvo vehicles ? a drop in claims of as much as 10%.? Adaptive headlights use factors such as the speed of a vehicle and the angle of the steering wheel to help aim headlamps so a driver can see around a corner.

?Injury claims of all types, both for injuries to occupants of the insured vehicles and to other road users, fell substantially for all but one make,? says the report.

Perhaps the biggest surprise of the study was the increased insurance claim rate associated with Lane Departure Warning technology.? HLDI stressed that the increase was ?statistically insignificant,? but suggests that this feature does not appear to be having the desired effect.

Those results will likely be re-examined and debated.? The Insurance Institute for Highway Safety, another trade group associated with HLDI, previously forecast that lane departure systems could eliminate or at least mitigate up to 7,259 fatal crashes annually.

?Lane departure warning may end up saving lives down the road, but so far these particular versions aren?t preventing insurance claims,? Moore says. ?It may be that drivers are getting too many false alarms, which could make them tune out the warnings or turn them off completely. Of course, that doesn?t explain why the systems seem to increase claim rates, but we need to gather more data to see if that?s truly happening.?

As with early ABS systems, researchers suggest that the industry will have to examine the way Lane Departure Warning systems operate.? The first anti-lock brake devices often tried to warn the driver of an impending skid by violently pulsing the steering wheel, but evidence indicated motorists often responded by lifting off the brake when that happened.

With Lane Departure warning it may take some significant changes in the way the technology alerts a motorist ? or perhaps the use of more automated systems.? Cadillac has forgone the typical lights and buzzers with its new XTS and ATS models.? It alerts motorists to problems ? such as drifting out of one?s lane ? by shaking the vehicle?s seat in the direction of the problem.? Some Lexus products, meanwhile, actually help nudge a vehicle back into its lane.

?Just as forward collision warning systems that include autonomous braking cut crashes more sharply than those that don?t, lane departure prevention systems that don?t rely on a driver?s response may hold more promise than the systems HLDI has looked at so far,? says David Zuby, chief research officer at IIHS.
